These are long term Internet marketing campaigns with long term goals and real returns. If, on the opposite side, it were possible to rank a site on page one for such a low fee, we wouldn't be able to charge these prices, and the search engines wouldn't be very happy.

Link-Buying Without Education
If you poke around the Internet reading about SEO long enough, you're bound to stumble across the debate of link buying. This is something that Google really doesn't like, and if they catch you in the act, you could find your site penalized or banned from the search engine completely.
